As per the SNA, estimates of Household Final Consumption expenditure (HFCE) and Final Consumption expenditure (FCE) of NPISH are required to be presented separately. However, due to lack of adequate data, it has so far not been possible to compile independent estimates of macro-economic aggregatesfor NPISH sector, in the National Accounts Statistics(NAS) in India. Hence, the Private Final Consumption Expenditure in NAS is derived in an indirect method for the entire Household Sector and NPISHs (through commodity flow method).
A study conducted by CSO for the year 2007–08 provides base line information, in respect of Societies registered under Societies Registration Act 1860/Bombay Public Trust Act, 1950 and its State variants. In this paper, an attempt is made to use the study results to estimate the contribution of NPISH providing culture & recreation, education & research and health services to households in the PFCE of these services i.e. Individual FCE(IFCE) of household sector (including NPISH). As volunteering is an integral constituent of this sector, contributing to the production boundary, the value of volunteer labour is also imputedin estimating the contribution of NPISH in IFCE. Further, an attempt is made to highlight some important issues in estimating FCE of NPISH.
