The study attempts to introduce a new managerial strategy for managing library resources in engineering and technology institutes of West Bengal. Factors considered affect the entire life cycle of the process. It tries to find out its advantages and disadvantages. It tries to analyze the opinions of library professionals and users. Based on the research findings, suggest outsourcing as an alternative tool for effective managerial decisions and develop a LIPO model for future guidance.
