A modified estimator is developed in comparison to the usual ratio estimator in double sampling. The proposed estimator is based on non-sampled units instead of sampled units. The expressions for the bias and mean square error of the proposed estimator have been worked out. The conditions under which the proposed estimator is more efficient than the usual ratio estimator in double sampling and the simple mean estimator have been derived. An empirical study is included to investigate the efficiency aspect of the estimator proposed.
