The advent of e-government has been one of the major impacts of IT on the Governments. The drivers for e-government are numerous, and include greater efficiency, broader access to government services, improved levels of service, government reform, greater transparency, reduction in corruption and citizen empowerment. Given the struggle between limited fiscal capacities, human resources, IT knowledge and expertise and the increasingly technologically savvy public, expectations from the government are on a rise. Despite the importance of this, little empirical research has appeared to address issues that pertain to successful implementation of IT on the Government front. The research isolates key planning, procurement and implementation literature issues and investigates empirically for a finer classification and also provides an exploratory look at the problematic issues surrounding their implementation.
