Creating a Strategy Framework for Successful Diffusion of Policy Innovation for Public Managers

Abstract

Innovation in public sector is badly needed and it occurs also despite all the disincentives. It is most useful for the marginalised sections of the society who have been left out of the development story. Creativity and leadership are important drivers for public innovation. They, however, make up for the endogenous drivers and cannot be institutionalised. There, however, may be some organisational factors that may be common to some innovations that have been successfully diffused. This paper studies six innovative policies in India and creates an innovation framework which can help innovative policies more likely to be successfully diffused. The important learning is the involvement of the citizens in the formulation as well as the implementation of the policy innovation.
