Many scholars have argued that establishing elected local government can ensure people's participation in the service delivery activities and also can ensure better accountability of the service provider in its constituency. This study assesses the validity of this argument in the context of Subdistrict Council (SDC) in Bangladesh. Specifically, this study aims to critically evaluate to what extent SDC is using the prescribed mechanisms to ensure people's participation and accountability in its safety-net programmes and projects.
