India-Pakistan Relations: Emerging Challenges and Strategic Dilemmas

Abstract

This paper examines the evolving dynamics of India-Pakistan relations, focusing on the historical roots of their conflict, strategic dilemmas, and emerging security challenges. Drawing on the theoretical lens of realism and the security dilemma, it analyzes the factors that have perpetuated mistrust—ranging from territorial disputes and cross-border terrorism to nuclear deterrence, cyber warfare, and shifting regional alliances. Special attention is given to India’s evolving security doctrine, its foreign policy compulsions, and its balancing role in South Asian geopolitics. The paper also explores the role of civil society, cultural linkages, and Track II diplomacy in peacebuilding. Through a qualitative approach, the study identifies key policy recommendations including confidence-building measures, strategic communication channels, economic cooperation, and multilateral engagements. It concludes that while significant challenges remain, sustained dialogue and pragmatic diplomacy can help reshape the bilateral narrative, with India playing a pivotal role in fostering regional stability and cooperative security.
