“Stop terror, to start talks” is the new deciding slogan in India and Pakistan dialogue regarding Kashmir. This changed stance of India, in fact could be seen as an outcome of ‘Pulwama attack’. Its air force conducted ‘nonmilitary preemptive action’ as air strike in deep inside area of Pakistan over Jesh-e-Mohhamad training center. Consequently, the tradition narratives i.e. the concepts of atomic deterrence, no first initiative and India as a mere spectator have lost credibility in this situation. Bilateral talks have also lost its credibility against these backdrops. India has adopted different policy orientation in dealing with Pakistan. It is not a policy issue but a set of multiple policies as a doctrine to counter Pakistan’s gambit in Kashmir. Domestic as well as external dynamics will be addressed by well-articulated and defined policy orientation. It may be the combination of soft power and hard power as well at both the front. Steps taken by the Indian Government after that mischievous incident is clear cut example of this changed outlook towards Kashmir.
