Abstract

The West Nile sub-region of Northern Uganda, historically disconnected from the national grid, suffered from chronic electricity shortages, high tariffs, and unreliable supply due to reliance on the 3.5 MW Nyagak-I Hydroelectric Power Station and a 1.5 MW diesel generator in Arua. This limited socio-economic development, industrial growth, and quality of life.

To address these challenges, the Government of Uganda, supported by World Bank funding, launched the Grid Expansion and Reinforcement Project (GERP). Power Grid Corporation of India Ltd. acted as Owner’s Engineer (Consultant), overseeing the integration of West Nile into the national grid through a 132 kV transmission corridor and 04(four) New substations and extension of 01(one) existing Substation. The project aimed to establish a robust transmission backbone to evacuate new hydro generation, meet rising demand and ensure reliable, affordable electricity.

The project transformed the region’s energy landscape:

Supply capacity rose from 5 MW to over 60 MW.

Voltage stability and reliability improved significantly.

Tariffs dropped, making electricity more affordable for large consumers.

Industrial and healthcare infrastructure development accelerated.

Overall, GERP demonstrates how well-planned substation infrastructure can integrate isolated regions into national grids, reliably serving evolving load centers. It provides a replicable model for connecting high-demand, high-reliability customers in emerging power systems, particularly in areas undergoing rapid industrial and digital transformation.
