Abstract

The North Eastern Region (NER) of India presents distinct challenges in power system development due to difficult terrain, remoteness, harsh climatic conditions and limited transmission infrastructure. Major part of Arunachal Pradesh, in particular, historically depended on a single transmission corridor, constraining system reliability, redundancy, and future load growth. To address this critical gap, the Government of India introduced a Tariff-Based Competitive Bidding (TBCB) project to establish a 220 kV Transmission System for connecting NEEPCO’s Assam Gas Based Power Plant to Namsai in Arunachal Pradesh —an ambitious initiative in itself.

Power Grid Corporation of India Ltd,having emerged as the most promising and competent utility in the selection process, succesfully executed the project. The project comprised construction of a 220 kV transmission line through highly constrained terrain and development of 220 kV GIS substations in Assam and Arunachal Pradesh. Despite severe challenges including prolonged monsoons, adverse soil conditions, site inaccessibility, and logistical constraints associated with remote locations, the project was completed almost five months ahead of schedule, demonstrating exceptional planning and execution capabilities.

This paper outlines the execution strategy, logistical innovations, un-conventional approaches, vulnerability assessment and risk mitigation measures adopted for successfu commissioning of Arunachal Pradesh’s first 220 kV GIS substation establishes a replicable benchmark for transmission infrastructure development in geographically and environmentally challenging regions, supporting resilient and inclusive growth of India’s power sector.
