Abstract

The present work is a pioneering attempt to apply and test the total quality management (TQM) issues in engineering college libraries. After an extensive fiction review, a questionnaire based on critical TQM factors affecting library services was designed and forwarded to around 78 engineering institutes libraries affiliated to MDU (Maharshi Dayanand University), Rohtak and 58 engineering institutes libraries affiliated to KUK (Kurukshetra University, Kurukshetra) in the state of Haryana, India. Statistical analysis indicates that critical parameters like management commitment, leadership, financial and human resources are not given sufficient attention in engineering college libraries in the state of Haryana. Thus, a firm requirement, that is to create a proper blend of effective communication, proper training and wide awareness of TQM perspective among staff as well as management, has been proposed. The study will help in facilitating engineering college libraries to understand their functions and responsibilities in leading the attempt to bring continual quality improvements through TQM.
