Organizational learning takes place when successful organization learning is transferred to an organization's shared belief. A radical change often involves a collective, interactional and emergent process of learning. Implementation of organization learning gets complicated by the lack of systematic approach that includes the measurement of learning capabilities. The present paper is an empirical study of the learning capabilities of Bhilai steel Plant, a unit of SAIL, a navratan organization and proposes certain interventions to improve the learning capabilities, as they are presently planning to introduce ERP, which is expected to bring about radical transformation in the organization's processes. The paper is an attempt to critically evaluate the organizational characteristic against an identified benchmark of learning capabilities with a view to overcome the barriers to build Bhilai steel plant as a learning organization.
