The Main Objectives of the Study was to examine participation of women in business management, the ICTs used for business operations, usefulness ofdifferent ICTs for business operations, the ICT skills of SMEs business managers, Internet utilisation for businesses and problems faced in Internet utilisation for business transactions so as to recommend strategic interventions. This paper emanates from a Ph.D study in the University of South Africa in which a Business Information System Design for SMEs in Northern Uganda was designed. The study used a descriptive design with survey research techniques in which data was collected by use of structured questionnaires. The study reports on interesting findings on ICTs utilisation especially the Internet in this disadvantaged northern Uganda. It recommends strategies to adopt and promote electronic commerce in order to stimulate growth so as to eradicate extreme poverty in African countries. Truly, it is the way to go if Millennium Development Goals are to be realised.
