A case study on scissors manufacturing cluster (Current scenario & value chain analysis) in Meerut city

Abstract

This case study is about understanding the existing and current scenario, including the comprehensive ‘Value Chain Analysis’ for Meerut Scissors Manufacturing Cluster (MSMC). Meerut City is one of the most prominent industrial and education hubs in western Uttar Pradesh, specifically known for its ‘Scissors Manufacturing Industry’, which has existed for more than 300 years. Meerut scissors are particularly used for garment making and other domestic uses. In this cluster study, a detailed questionnaire/ schedule is drafted with open-ended and closed-ended questions to understand and study the current scenario, potential growth, scope of infrastructure intervention and market issues in this sector, types of production units, socio-economic status of manufacturers and challenges of this cluster. Also, it has been tried to identify the presence of an association technical institution or development institution that addresses the problems of the cluster. The questionnaire was filled in the form of a schedule by various scissors manufacturers located in Kainchi Bazzaar, Sabun Giran, Ghantaghar, etc. and obtained data was further analyzed to present the findings. The Study revealed strong demotivation and dissatisfaction among the respondents regarding this cluster, as most of the units are in a state of shutdown. Meerut Scissors Manufacturing Cluster (MSMC) faces tough competition from imported Chinese scissors, which are less priced. The authorities and societies have a highly neglected attitude towards the cluster, and profit margins are shrinking daily. There is an intense need for attention and prompt action regarding finance/credit availability, training requirements, shifting to CFC, address of concerns/issues, health/ medical facilities, etc, for the complete revival and transformation of the scissors cluster.
