The 20th century is a century of the traditional model of public administration, its paraphernalia-bureaucracy, due process, neutrality, accountability and direct provision of services-found a respectable place in theory as well as practice. The main objective of this study is to assess the effectiveness of the reform and its contribution to social development. To achieve the objective, the simple random sampling method is applied. Primary and secondary data were collected through structured, unstructured, open-ended and close-ended questionnaire and interview. The sample was taken from employees of the organisation and the researcher used a simple random sampling technique to select the employees and also judgmental techniques to select management members. The collected data organised, interpreted and analysed in terms of qualitative and quantitative method of data analysis in the form of percentage and table. The major problems that hinder the effectiveness of civil service reform programme implementation and its contribution to social development in the organisation are found and identified. Finally, in order to solve problems concerning about the effectiveness of the reform, the organisation should have to see the conclusion and recommendations to improve its performance and make corrective measures to be effective and efficient.
