Disabled population according to sensus 2001, has revealed that over 21 million people in India as suffering from one of the other kind of disability. This is equivalent to 2.1% of the population. Among the total disabled in the country 12.6 millions are males and 9.3 million are female. The UN convention on the Rights of person's with disabilities recognise the right of all children with disabilities recognise the right of all children with disabilities both to be included in the general education system and to receive the individual support they require. The constitution (Eighty six Amendment) Act 2002 incerted Article 21 A in the Constitution of India provide free and compulsory education is fundamental right of children between 6 to 14 years of age. The basic idea of inclusion of disabled is not working properly. According to the theory of individual differences that every child has unique personality. Different learning outcome require different skills and abilities. The authority should identify of special aptitudes, interests and taelents of student and make special provision for gifted and slow learner.
