Education builds character, health ensures effective productive work, and both contribute to efficient human development. Improvement of human capital needs higher investments on social sectors which lead to higher growth of a Nation. Social sector expenditure in India though growing in absolute figures, yet falling in parentages to G.D.P. throughout fifty five years of plan period and in all ten five years plans. In education, the allocation has not gone beyond 3.2 percent (norm fixed 6 percent) and in health 1.6 percent (norm is 4 percent). These trends areneither favourable to development nor to healthy growth.
