1Assistant Professor,
Human rights is not a new phenomenon, this concept has emerged since the human came into existence and started evolving. Human rights are those rights which precedes over state's authority. Right from the 9th century human rights are being oppressed. Humans are tormented so much by their human fellows. Since India is a newly independent country, it is facing so many problems since 70 years. Earlier there were no such institutions for protecting the human rights but with the act in 1993, that is- 'Human Rights Act 1993', National Human Rights Commission was formed. Various rights has clearly given in our respected constitution but the state is still burdened with certain colonial tendencies and various other structures .This dominant structure is dampening the real spirit of our constitution. The condition of human rights in the State of Rajasthan is nastiest. The mainly affected communities are Women, Children, Dalits, Minorities and Tribals .There is alarmingly rise in the crime against women like rape, dowry deaths, female foeticide and infanticide, domestic violence and they are still unchecked. According to the reports of National Crime records Bureau 1998 by Ministry of Home affairs It ranked 4th in crime against women Tribals and Dalits are frequently violated here. Many districts like Bikaner, Jhalawar, Bundi, Nagaur, Hanumangarh, Jhunjhunu, Churu, Kota, Jaipur, Ganganagar, Jaisalmer, Jodhpur, Pali, Jhallore, Udaipur, Jodhpur, Bheelwara, Ajmer, Alwar, Bharatpur, Dholpur, Dausa, Tonk, Bundi, Baanswara, Dungarpur, Sirohi are plagued by various crimes related to human rights. My paper gives a bird eye view and an eagle eye to the rules, laws and regulations which has been regulated for the disadvantaged groups in the state of Rajasthan.
