Training is a critical component of all organisations, but organisations do not always properly evaluate the impact of a training program. Given the large expenditures for training, it is important to develop evaluation methods and tools that will help improve the measurement of training effectiveness. These tools need to provide a methodology to measure, evaluate, and continuously improve the training programmes, training infrastructure and systems. Therefore, skill in designing and executing training successfully and cost-effectively is an important requirement. Considering the case of Government hospitals, the Health Department of Government of Odisha is incurring recurrent expenditures on training and development of doctors, nurses, paramedical and administrative staff. In order to justify the Return on Investment (ROI), it is imperative to study effectiveness of training programme and adopt measures to improve the same so that there can be a remarkable positive change in the overall health services in government hospitals. The present study is an attempt to suggest measures for improving the effectiveness of training in Government Hospitals of Odisha i.e. S.C.B. Medical College, Cuttack, M.K.C.G. Medical College Hospital, Berhampur and Capital Hospital, Bhubaneswar.
