Illustration of gap between ‘safe drive save life’ policy over two wheeler: Baruipur subdivision

Abstract

This paper is based on true problems of TRAFFIC ACCIDENTS in our society, especially West Bengal (W.B.). The government of W.B. has taken strong decision based on the changes of traffic rules and regulation of Government of India. The honourable chief minister Mamata Banerjee has introduced ‘The safe drive save life’ concept in traffic management. According to past statistics fatalities increased by 5% during 1980–2000 and the rate was dramatically changed by 8% in 2000–05 and more after 2005. As per the data of motor vehicles department of India, the registered motorised two-wheelers were in number 13, 2, 550 thousand on 2013 and also considered as the highest percentage 72.65 among all registered vehicles. The number of persons killed per 100 accidents is at 51.4% in W.B. which is the fourth highest in the country, the 2014 statistics referred. According to the data of the national road safety council of India, India annually losses RS 1, 70,000 crore to road accidents. From the data on accidents under Lal Bazar, Police Head Quarters, it was found that a total 25,172 accidents occurred during 2008–15 and out of those accident; almost 34% victims were between ages 18 and 30 years. Thesis study has been done considering the registered motorised two-wheelers in Baruipur City for illustration of the new concept of traffic management to explore how far the awareness about the state interventions or advertisement or traffic discipline maintenance subdivision town under metro city Kolkata. The awareness of safe drive concept is studied comparing biker's knowledge of driving, traffic rules and road safety with personal protection equipment (PPE).
