In India, the development of planning has been initiated during the early fifties that is 1950.However until now, excepting some Programmes such as Hill Area Development, Command Area Development and Drought Prone Area Programme, HYVP, IAAP, IADP and Desert Development Programmes, in later Five Year Plans were undertaken. Though these programmes are area based, they do not address to the needs of the downtrodden. The planning is still being done at central level and state level. Hence need for a balanced development strategy at least at district and block and mandal levels. The present study analyses and proposes planning at regional and block/cluster/and mandal level. In India and other countries such as Nepal, Bangladesh, Srilanka and Philippines planning is still being done at central and state levels. Hence, a case for decentralisation. For example, In Bangladesh, The Pantabhangan Project was aimed for agricultural development. India undertaken the famous green revolution and blue revolution. However, these programmes are Self centred and top-down models.
