The provision for free and compulsory education (Article 45 of Indian Constitution), its deficiencies, the Supreme Court's phenomenal judgement on Article 21 have been described in the context of developing public library system in the country to the entire population. The defects in the existing Public Library Acts have been delineated and suggestions have been given for developing flawless and network of public-libraries in the country.
