Administration and Governance in Odisha: Reflection from 5Ts Approach

Abstract

Governance policies are meant for the common people of the society as well as for the nation. All the policies, rules and laws that are implemented by the government for the governance of the public are called as governance policies. Good governance aims at the welfare for the people. Like other Indian states, in Odisha, the Chief Minister is the head of the Government and is vested with most of the executive powers. Odisha State Government has always tried to establish efficient, transparent and good governance. A strong model of good governance of Odisha state government is the 5T model. The idea of 5T model is the innovative idea which is approached by Chief Minister Naveen Patnaik of Odisha state. In his fifth term as Chief Minister, he has improved upon his previous agenda known as 3T-Teamwork, Transparency and Technology and created the 5T model of “transparency, teamwork, technology and timeliness leading to transformation" in order to make the governance mechanism citizen-centric. Therefore, based on the secondary sources, this paper intends to analyse the reflection of 5T approach as one of the best governance policy by Odisha state government which focuses on citizen-centric good governance.
