Scattered Introspection of Data Governance in Public Services - Case Study

Abstract

Data governance refers to the process of managing the availability, usability, integrity, and security of the data in enterprise systems, based on internal standards and policies that also control data usage. Effective data governance ensures that data is consistent and trustworthy and doesn’t get misused. It is a significant factor in the development component of a country. The paper provides a qualitative insight into the best practices for data governance that can be introduced in developing countries by taking examples from around the world. It also deals with the concepts of data market strategy, the Government role in providing incentives and training, data literacy, and data localisation. These practices are explained through case study analysis of Japan, China, and European Union. Further the paper dwells into the strategy adopted by the Indian government through various schemes that highlights the importances of data governance in government affairs. Post COVID-19, data governance has become compulsory and crucial for governance as in storing the data, owing to security concerns present all over the world. It is important to get proper data services to make sure the data is available for the respected departments in the government.
