Abstract

The NREGA, a self-targeting programme, is intended in increasing outreach to the poor and marginalized sections of the society such aswomen and helping them towards the cause of financial and economic inclusion in the society. The scheme is intended to create permanent assets in the rural areas for future needs like water conservation and water harvesting, drought proofing, irrigation canals, land development works, flood control and protection. It provides an alternative source of livelihood which will have animpact on reducing migration, restricting child labor, alleviating poverty, and making villages self sustaining through productive assets creation such as road construction, cleaning up of water tanks, soil and water conservation work, etc. For which it has been considered as the largest anti-poverty programme in the world. But the success of this Act depends upon its proper implementation. Equitable and sustainable management of natural resources acts as a sound strategy to remove rural poverty and enhance rural livelihoods. There are issues and challenges being faced by Government while implementing the world's largest employment generating programme and the issues among the people covered under the scheme.

It was found that water conservation works were the major assets created under the scheme, followed by providing irrigation facility to the weaker sections like BPL/beneficiaries under IAY of the society, rural connectivity and land development works. Poor planning and administrative skill was the major issue faced by the Government in implementation of the scheme. While, inadequate awareness among the scheme was the problem found among the people.
