In this paper, the author examines passenger transport, an important source of these emissions, and points out the major barriers to achieving deep reductions that are necessary from this sector. Interventions would have to be based on an understanding of the social psychology, whereby vehicle users are provided incentives and reasons for changing behaviour and attitudes. These appear to be essential to bring about both the technology policy and behavioural changes needed to meet emission reduction goals. Broad changes on the policy and political landscape are indeed more likely to occur only if sufficient numbers of individuals and groups within a society reorient their cultural frame to think about their consumption behaviour and technology choices within the context of sustainable futures.
