This case study addresses the consequences of North American trade for the allocation of national responsibility for CO₂ emissions to the global environment. This study has two primary implications for the design of strategies to reduce future emissions of CO₂ related to the production and use of consumer goods. First potential climate change risks associated with the life cycle of consumer goods are not properly reflected in the existing national emission inventories of carbon dioxide. The growing magnitude and importance of the global trade of consumer goods indicate that further development of methodologies for understanding the geospatial relationships of CO₂ emissions to the production, use, and disposal of goods is an important area for continued investigation. If markets assign significant economic value to carbon dioxide at some future time, it is likely that additional attention will be devoted to linking emissions to consumption. Second, the data and methodologies for quantitative tracking of CO₂ emissions associated with international trade will require further refinement. (3 figures, 2 tables, 10 references)
