Legal responsibility in nursing practice is becoming of greater importance as each year passes. Consumers are becoming increasingly aware of their legal rights The functional position of the nurse is an important element for the nurse in performing its duties, responsibilities, and authority because in order to avoid overlap in carrying out its duties, however now the promotion of functional nurse position is not optimal. This study aims to analyze the assessment of functional nursery position credit position at Palembang Hospital. This type of research is an analytic survey with a documentation study approach. This study uses 58 functional nurses file with total sampling technique. The characteristics of functional nurses at Palembang Hospital were mostly female gender (96.55%), Diploma III education (53.42%), and suitability of education to rank (82.76%). The result of this study is by type of position of most skilled nurses (94.8%), according to the level of proficient nurse position (67.24%) and according to the rank of skilled category of the grade I (49.09%). The functional nurse age was mostly young adults (72.41%) and tenure of 10–15 years (63.6%). The functional nurse's perception of obstacles in promotion in Palembang Hospital such as the BKD (Local civil servant agency) permit letter is issued after the nurse completes the lecture, the lack of policy socialization from the BKD about the submission flow along with the learning task, the lack of nurse motivation, and the support from the manager. This study recommends the need for good policy socialization of BKD about the flow of submission along with learning tasks as well as support from hospital managers.
