Human rights are inherent to all human beings. They are provided to every human being, whatever his or her residence, language, colour, sex, nationality, origin. Every human being is equally entitled to human rights without any discrimination. Human rights are interrelated, indivisible and interdependent. At the individual level, we are entitled to our human rights; we should also respect the human rights of others. The declaration of human rights proved a milestone for international human rights law. The declaration of human rights has been repeated from time to time in many international conventions, resolutions and declarations. The Vienna Convention (1993) on human rights announced that it is the duty of state to promote and protect all human rights and fundamental freedoms regardless of their political, cultural and economic system. Universal human rights are often expressed and guaranteed by law in the form of treaty, customary international law, general principles and other sources of international law. To protect, respect and fulfil human rights, the state assumes obligations and duty under international law. The United Nations and many other international organisations have made various conventions and treaties to protect human beings from inhuman, cruel and degraded treatment. Despite these provisions, the incident of inhuman, cruel and degraded treatment occurs worldwide. The present study is an effort to know that the international law of inhuman, cruel, and degraded treatment succeeds in protecting human rights.
