In most of the cultures water is an object of aesthetic pleasure and desire, there are also many conflicts and struggles involved. With increasing population, rapid urbanisation and increase in developmental activities in the last few years, the demand and need for fresh water resources in all sectors is increasing exponentially, putting pressure on the available resources. In spite of having bountiful perennial sources and good amount of rainfall, Nagaland is one of the water scarce state in the country due to inefficient water management practices. There was a need to ensure the effective delivery of public services at the grass root level, and to achieve this, the state passed the Nagaland communitization of public services and institutions bill on March 2002. In the water sector, The Communitization of these basic services in the rural areas is carried out by way of handing over the rural schemes to the Water and Sanitation (WATSAN) Committees.
