Global energy politics favour Russia's plans to become the foremost exporter of oil and gas to the Asia-Pacific region and to lead a consortium of Central Asian energy-rich states that could soon rival or balance OPEC. The Russian state is implementing an ambitious strategy to that end by building pipelines and rail links towards the West, North and East.
