The evolution of the European Union (EU) into a federal political institution has come to a halt following the rejection of a constitution by two of its founding states. The reasons for the popular discontent are complex. It is clear that most citizens of EU member countries want the Union to ensure economic prosperity and stability but are suspicious of the supra-national EU hierarchy's political ambitions and desirous of keeping their respective sovereignties.
