It is society's duty to make water available in the quantity required, of certain quality and at the time needed. This is possible if water resources are developed and managed in sustainable manner—equitably, economically and efficiently. The process is broadly termed as Integrated Water Resources Development and Management, which includes both intra-basin and inter-basin water transfer.
