The distribution and management of available water to meet rising demand is very complex in a vast country like India, due to its highly diverse topography, climate, geology and consequent hydro-meteorological features. Water resources designing should not be a single sector end objective, but the prime mover in developing large systems with multiple linkages. This necessitates a multi-disciplinary research agenda covering technological, social, economic, legal and environmental concerns. Therefore, the planning of water resources must address the main concerns facing the water sector and consider the basin as a hydrological unit.
