When is a war not a war?

Abstract

This paper contends that the current situation in Iraq is no longer one of war, which the US and its forces won in 2003, but rather a case of supporting the American-backed national government and trying to maintain minimum stability in the country. In the view of the author, it is misleading to still seek “victory” and try to define what it could mean, other than preserving the current status quo. In any event he notes, the ultimate outcome of the current policy will mostly depend on the Iraqi population.
