Morocco's regionalisation “roadmap” and the Western Sahara

Abstract

In November 2008, King Mohammed VI of Morocco announced a national regionalisation plan that expanded the basic terms of the kingdom's Autonomy within Moroccan Sovereignty 2007 proposal to the United Nations Security Council as a way to resolve the Western Saharan conflict. This essay describes the “roadmap” to regionalisation and its principal elements. It also provides recommendations for strategically implementing the regionalisation model, which could potentially establish the necessary conditions to resolve the conflict. A successful resolution would enable a significantly more productive Maghreb Union, with greater cooperation on matters of development, the environment and security among Algeria, Libya, Mauritania, Morocco and Tunisia.
