The Arab Spring highlights the urgency of addressing the primary challenge facing regional governments—the advancement of decentralised, participatory and sustainable human development—at a rate and with effectiveness not seen before. A failure to do so for the majority of people could feed potentially devastating political instability. Governments should decentralise power and capabilities, create the necessary administrative, legal and political frameworks to promote local development and support experiential training programmes to facilitate participatory planning. Morocco has created a number of national frameworks for human development but policy implementation is critically lacking for identifiable reasons, which may be addressed through certain reforms.
