This paper summarises the present situation of emerging cold fusion or low energy nuclear reaction (LENR) systems which could provide an allegedly inexhaustible and non-polluting source of power and heat through a decentralised low cost process. In particular, it reviews the development of the E-CAT technology patented by Italian inventor Andrea Rossi and investigates the controversy that surrounds it, as may be expected of a highly disruptive revolutionary scientifi c breakthrough.
