This article takes stock of the worldwide terrorist menace and its continuous evolution in the wake of technological advances. The knowledge of the inner workings and training methods of some of the most dangerous terrorist groups is still insufficient even among expert investigators and operatives. The United Nations’ proposal to set up a Counter-Terrorism Implementation Task Force is timely as it answers the need for greater multilateral cooperation on this issue at the global level. This paper highlights the important role played by initiatives to combat nuclear terrorism as well as interstate strategies from groupings such as BIMSTEC, BRICS and EU-India summits. It also reviews India's policies in the Indian Ocean Region and concludes by emphasising the need for a comprehensive, multi-disciplinary preventive campaign to discredit terrorist activities, going well beyond military operations.
