The study of regionalism has witnessed some advances since the end ofthe Cold War. The paper attempts to further this study by undertaking a comparative analysis ofthe EU and ASEAN on the subject of human rights. It attempts to trace and compare the evolution of human rights (HR) dimension in their intraregional cooperation. For the purpose of study, the paper classifies the evolution of intra-human rights engagement ofthe EU and ASEAN into three phases: during and after the Cold War and in the post-9/11 era. Based on the detailed analysis, the paper concludes that intra-regional human rights cooperation for the EU and ASEAN is contingent on domestic factors, along with requisite external stimuli.
