Meta Group's annual survey of IT spending by energy utilities confirms expected declines in two key numbers last year – spending as a percentage of revenues and spending per employee. However, increased investment in niches such as security and storage coupled with a revitalized economy and compliance with new regulatory mandates could turn the numbers positive in 2004.
