61. Time to Reform Disconnection Rules

Abstract

In some jurisdictions, disconnection constraints intended to “leave no customer behind” have been abused by many. By taking a few simple steps, state regulators could revise these rules and lower overall costs to ratepayers while still protecting customers who really cannot pay.
