In an irrigation system the most important task is the equitable distribution of scarce water resources among all cultivators in approved command areas. Warabandi is a rotational method for equitable distribution of water, according to a pre-determined schedule, specifying the day, time and duration to each cultivator in proportion to the size of his landholding in outlet command. In Chambal Command in Rajasthan, irrigation is being done since 1960 but the distribution of water is not fair and equitable resulting in depriving Tail Enders of their legitimate rights on Chambal Canal waters. Warabandi is in practice in Chambal Command since 1980–81 but on ground it is not implemented by the cultivators of Head and Middle reaches of canals as they are addict of taking un-authorized water and as and when they wish, thus wasting scarce water resources. The state govt. is doing Re-Vamping works of Chambal Canals on a very large scale and therefore it is the right time to create awareness among cultivators and irrigation staffs for attitudinal change and implementation of Warabandi.
