Abstract

Smart City has become a global aspiration because of the rapid urbanization across the world. The work of defining and conceptualizing it is in progress. Smart Cities are effective integration of physical, digital and human systems to deliver sustainable and inclusive future to its citizens with a better quality of life through optimal consumption of resources. Cities have evolved from isolated basic infrastructure to fully inter-connected advanced system with decision-making capability however; measuring smartness of a city is a challenge. This paper proposes Indian Smart City Maturity Model Index (ISCMMI) to quantify growth of cities based on utilities and healthcare domains, by analysing individual domain indicators across 20 cities in India. The cities included in this study are a part of ‘Indian Smart City Mission’. This study will help to understand the current situation of the city and its phase wise development plan. It will facilitate to prioritize the city development work based on individual city maturity index and will also help to allocate smart city funding to various cities.
