Recently the problem of water distribution in the Punjab-Haryana area has been attracting country wide attention. The problem has been viewed and discussed primarily from legal and constitutional view point. Claims about water need have been made qualitatively and severe shortages, present or anticipated, claimed without furnishing substantive proofs. In this article, an attempt is being made by the author to look at the problem from a professional, water resource engineer∼point of view, though, it is realized that final decision has to be in consonance with the legal position and also acceptable to the Governments and people of the two States.
