Abstract

The Initial Public Offering of the Indian Renewable Energy Development Agency Limited (IREDA) in November 2023 marked a watershed moment in the evolution of India's green finance ecosystem. The listing of a Government of India enterprise dedicated exclusively to renewable energy financing was not merely a capital market event; it was a structural signal that India's transition to a low-carbon economy had begun to attract committed institutional and retail capital at scale.

As India accelerates toward 500 GW of non-fossil fuel capacity by 2030 and net-zero emissions by 2070, the availability of credible, sustainable financing mechanisms has emerged as a primary determinant of long-term economic and environmental success.

This article examines the IREDA IPO as a defining episode in India's green finance journey. It traces the historical evolution of green finance globally and within India, locates IREDA's institutional role in financing renewable energy projects, and reflects on the IPO from financial, strategic, and behavioral finance perspectives.

The IREDA experience offers a replicable template for sovereign-backed green capital mobilization, illustrates the depth of investor confidence in climate-aligned financing, and points to the next phase of India's green finance architecture — one in which carbon markets, taxonomy-aligned instruments, and patient institutional capital must work together to fund the transition.
