Abstract

To mobilize the people and to active the common societal goal leaders play a predominant role. By pursuing pragmatic progressive policies Mr. Devaraja Urs tried to break the hegemony of the dominant caste in state. The term of Mr. Devaraja Urs was categorized by the dominance of backward caste politics in state. The study has been undertaken to understand the implementation of social policies and programs formed by Urs’ government.
