Conceptual models have suggested that there is relationship between National culture and Human Resource Management practice. The objective of this study is therefore to explore the effect of National Culture based on Hofstede's cultural dimensions on key human resource management practices in Civil service institutions in Ethiopia. The research is expected to answer the important question: are HRM practices influenced by national culture or not in Ethiopian Civil Service Institutions?
Both primary and secondary types of data were collected. Collected data were analyzed through different descriptive statistical methods. The study results revealed the influence of national culture on HRM practice. The collectivist culture and high power distance cultural dimensions of the country are among the major cultural dimensions to influence HRM practice. Therefore, it is important for Ethiopia to take cultural factors in to account when formulating and adopting HRM practice from other countries. In such a case some of Ethiopia's cultural elements which hinder the effective implementation of HRM practice should be shaped and changed to fit with national culture. On the other hand where it is difficult to change cultural values HRM practice should be aligned with national culture.
