There is growing dissatisfaction with public service delivery in most developing countries due to deficiencies in the coverage, access and quality of basic services and infrastructures such as water supply, roads, educations, and heaths are common. Africa governance is characterized by poor institutional performance, political instability, misuse of political power and public resources, insufficient budgetary, absence of accountability, lack of respect for the rule of law and human rights including bureaucratic bottleneck. Like many developing countries public service delivery in Ethiopia has suffers from many reasons such as: -weak capacity of public agencies in knowledge, skills and resources; lack of transparency, responsiveness and accountability systems. Serbo and Dimtu high schools are identified by Jimma zone education office because of poor school infrastructures which results in poor education quality service delivery. The objective of the study is to assess the relationship between social accountability mechanism of community score-card service evaluation tool and education service quality improvement. The researcher used qualitative and quantitative study methods and also has employed descriptive research design. Accordingly, the study was conducted in two public high schools of Jimma zone through application of purposive sampling method. Out of 420 populations 201 was recruited by the sample size estimation formula. The analysis was made by using logistic regression model of crude odd ratio (COR) to measure the variables more determine service improvement. The finding of study indicated that there are relationships between social accountability mechanism building blocks such as citizens access to information's; service quality assessment too; interface meetings; joint action plan and improvement of education service quality. Finally the study concluded that, Social accountability intervention enhanced citizen's capacity and ensured active participation of community members in local development plan, increased responsiveness of service providers to citizen voice at the grass root level. Thus, it is appropriate to consider scaling up the program to other areas and sectors of public services where the program is not applicable.
