Perception of employees towards performance appraisal system: Empirical evidence from selected international non-governmental organizations (INGO'S) in Ethiopia

Abstract

As the NGOs are human resources intensive organizations, it is very usual that the performance of the NGOs will depend on employee performance. The researcher was curious about Performance appraisal (PA) practices in international NGOs as the concept is important for such organizations. Besides, the researcher understands the shortage and/or absence of literatures on PA implementation specifically in the context of NGOs operating in Afar National Regional State. The study answered “to what extent are the selected international NGOs in the ANRS using performance appraisal for their employees?” The researcher employed a cross-sectional design that involves both quantitative and qualitative data. The study's dependent variable is PA implementation status was explained and discussed by the independent variables, namely, demographics information, objectives of PA and organizational fairness. Study data was collected from 174 employees of Save the Children International, UNICEF, WFP, UNHCER and Care Ethiopia by using self-administered questionnaire and interview methods; secondary sources include HR guidelines and related empirical studies. The study showed that the organizations have implemented formal performance appraisal system; all employees understand why performance appraisal is being conducted. Most of the employees have developed appreciable fairness perceptions; the results of PA processes have been used for variety of purposes. The main uses include for administration (promotions, transfers and salary increases); motivational (creating a learning experience that motivates staff to develop themselves and improve their performance); employee feedback and development; evaluation of policies and programs implemented. The challenges of PA processes that some supervisors are not well versed with PA; some employees face problem of clarity with the formats and handling electronic versions; and, the management and higher supervisors have gaps of administering PA on timely manner.
